In 2019, thirty-one years after the beginning of World War III, a top-secret child with extraordinary psychic abilities escapes from custody and accidentally draws a motorcycle gang into a hidden government project. The encounter awakens similar powers within gang member Tetsuo Shima.

The military takes Tetsuo away for experimentation, and the changes to his mind and abilities push him toward increasingly violent retaliation against a society that once regarded him as weak. His former gang connections, including Shoutarou Kaneda, are caught in the consequences as a secret experiment becomes a rapidly escalating threat.
