In 22nd-century Japan, law enforcement relies on the Sibyl System to evaluate each citizen's mental state and estimate the likelihood of criminal behavior through a measurement called a Psycho-Pass. Inspectors use those judgments to identify threats, while Enforcers classified as latent criminals work beneath them and carry out dangerous police duties.
New Inspector Akane Tsunemori enters this system with a sincere belief in justice. Her work places her alongside veteran Enforcer Shinya Kougami, whose experience exposes her to realities that do not fit neatly within Sibyl's supposedly objective judgments. As Akane encounters the consequences of treating an automated assessment as law, she begins questioning whether the system she serves is truly capable of defining justice. The conflict between institutional certainty and individual judgment becomes central to both her investigations and her understanding of the society around her.
